SAN JUAN CITY – Hundreds of Community Mortgage Program (CMP) beneficiaries took a significant step toward secure homeownership as the Social Housing Finance Corporation (SHFC) and the Department of Human Settlements and Urban Development (DHSUD) awarded land titles to families across the country on September 14.
A total of 913 Transfer Certificates of Title (TCTs) were awarded as part of the nationwide culminating event of “Handog ng Pangulo: Serbisyong Sapat para sa Lahat,” held at the Makabagong San Juan Theater in celebration of President Ferdinand “Bongbong” Marcos Jr.’s birthday on September 13.
The event was led by DHSUD Secretary Jose Ramon Aliling and SHFC President and CEO Federico Laxa, with San Juan City Mayor Francis Zamora and Calamba City Mayor Roseller Rizal also in attendance.
The simultaneous awarding of titles across Luzon, Visayas, and Mindanao underscored SHFC’s continuing efforts to help organized low-income communities achieve security of land tenure.
The CMP is among SHFC’s key initiatives supporting the administration’s Expanded Pambansang Pabahay para sa Pilipino (4PH) Program, which seeks to provide more Filipino families with access to adequate, affordable, and secure housing.

The awarding covered beneficiaries from San Juan City, Taguig City, Batangas, Laguna, Bulacan, Nueva Ecija, Baguio City, Lucena, Palawan, Bacolod, Cebu, Davao, Cagayan de Oro, and Zamboanga.
In his message, Aliling emphasized the administration’s commitment to bringing meaningful government services closer to Filipino families.
“Ang hangad ng Pangulong BBM ay mailapit ang makabuluhan at sapat na serbisyo sa ating mga kababayan. Ang mga titulong ito ay hindi lamang basta papel kundi simbolo ng bagong pag-asa at inspirasyon para sa ating mga benepisyaryo,” he said.
Laxa highlighted the historic significance of the occasion, describing it as the largest simultaneous distribution of CMP titles in the program’s history. "Ito na po ang pinakamalaki at malawakamang pamamahagi ng titulo ng CMP sa buong kasaysayan. 913 is September 13, birthday ng ating Pangulo,” he said. “Happy talaga ang mga beneficiaries dahil ang CMP ay programang may puso.”
Zamora and Rizal both expressed their support for government initiatives that provide housing and secure land tenure to low-income families, recognizing the importance of programs such as the CMP in helping ordinary Filipinos gain access to decent homes.
For the new title holders, the occasion goes beyond a ceremonial awarding. Their TCTs provide legal recognition of their ownership and a stronger foundation on which to build their homes, communities, and futures.
Villa Balderrama Kapitbisig Homeowners’ Association President Roselyn Mahor expressed heartfelt gratitude for the opportunity to receive their long-awaited land titles. “Ang salitang salamat ay hindi sapat, ito ay para sa panahon at oras na ibinigay ninyo sa amin para samahan kami sa pagtanggap sa aming mga titulo na inaasam-asam.” she said. Since its establishment in 1988, the CMP has helped more than 300,000 families secure land tenure nationwide. Last month, SHFC marked its 38th anniversary with the theme “Bahay, Buhay, Magandang Kinabukasan,” reaffirming its commitment to helping families build secure and better futures.
